Strengthening Community Connections: Updated Toolkits for Serving Underserved Children and Families

One of the activities of ALSC’s Library Services for Underserved Children and Their Caregivers committee is to develop tools for librarians for working with their own communities of underserved children. Over the years, we have developed seven comprehensive toolkits designed to help librarians better serve their most vulnerable community members.

These toolkits address the digital divide, autism and sensory processing needs, print disabilities, financial insecurity and homelessness, new Americans, Spanish-speaking populations, and trauma-informed care. Each provides practical guidance, resource recommendations, and community-centered approaches that position libraries as essential partners in supporting children and families facing various challenges.

This year, our committee decided to take a look at the existing toolkits to update their content and formatting, giving them a fresh look with more images, reflecting evolving best practices and community needs. Here’s what’s new:

Spanish Speaking Populations Toolkit

This toolkit received significant enhancements to better serve the approximately 42 million Spanish speakers in the United States. Updates include expanded booklists featuring recently published works and graphic novels for older readers, new Spanish language apps, and engaging materials like talking flashcards and bilingual play sets for children’s rooms. The programming section now features additional puppets with accompanying Spanish songs, recognizing the cultural importance of performance and oral tradition. The toolkit also highlights exemplary Spanish storytimes from libraries like Menlo Park Public Library and San Francisco Public Library, providing concrete models for other libraries to adapt.

Financial Insecurity and Homelessness Resources Toolkit

Understanding that representation matters, this toolkit now includes updated statistics on child and family poverty alongside a critical examination of how homelessness is often problematically depicted in children’s literature. The enhanced booklists feature recent publications that offer more authentic portrayals of economic hardship, complete with book cover images and verified publisher links. Recognizing that librarians need deeper understanding of these complex issues, the toolkit now includes nonfiction titles for staff development and updated community resource websites.

Autism and Sensory Processing Disorder Resources Toolkit

This toolkit underwent a fundamental shift toward authentic representation, emphasizing “diverse autistic voices” and centering resources written by and for autistic people based on their real-life experiences. The updates recognize the full spectrum of autistic identities across ethnicities, gender identities, communication abilities, and support needs. Rather than focusing solely on accommodation, the toolkit now promotes “radical support and acceptance,” helping libraries become truly neuro-inclusive spaces where autistic individuals don’t just feel tolerated but genuinely belong.

Trauma Toolkit

The trauma toolkit expanded its scope to address the complex realities facing many underserved children and families. Updates emphasize creating “space for honest conversations” about difficult topics including grief, homelessness, racial injustice, incarceration, and family separation. The enhanced resources help children make sense of complex emotions while providing language to express their feelings. By recognizing that trauma often intersects with systemic issues and social inequities, the toolkit positions libraries as spaces where healing conversations can safely unfold through the therapeutic power of storytelling.

Access to Technology Toolkit

This toolkit was updated to include recent changes to technology access, especially since the COVID-19 pandemic.

Children with Print Disabilities Toolkit

The field of accessible materials for children with print disabilities continues to evolve rapidly. Key developments since 2021 include enhanced text-to-speech technology, improved mobile accessibility features, and expanded international access to digital libraries.

New Americans Toolkit

This toolkit received updates reflecting changing immigration patterns and policy landscapes, along with enhanced resources for supporting diverse newcomer communities. Updates include recent publications that address more diverse immigration.

Moving Forward Together

The committee’s work acknowledges that serving underserved populations requires ongoing learning, community partnership, and willingness to evolve. As libraries continue to adapt and grow, these toolkits provide essential guidance for creating spaces where vulnerability is met with support, differences are celebrated, and every child and family can find the resources they need to flourish.
